Tower 31 was the first of 8 low-level towers that ran from Dog's Hill to Cliff End at Hastings, of which none survive. In 1851 it was occupied by Chief Boatman David Coughlan and his wife Eliza,with their children Ellen, Mary, Michael, John and Daniel.

The tower was later equipped with the same semaphore aparatus as was installed in Towers 4, 27 and 55. It is not known exactly when the tower disappeared, but it was mentioned in the 1863 Coast Guard inspection report, and the 1873 report on coastal defences. It was eventually undermined and consumed by the sea towards the end of the ninteenth century. There is a photograph in existance from the time, showing the large crack where the tower has split from foundations to parapet.
